Who requires MTPL?

Compulsory Civil Liability Insurance for Motor Vehicles (MTPL) is required for all land vehicles participating in road traffic, including trailers, electric scooters, and mopeds. The policy compensates for damages you cause to another vehicle or property, as well as for any harm caused to a person.

What to do in case of an MTPL accident?

Actions if you caused a road traffic accident (at-fault party):

  • Within 10 calendar days of the accident, you must submit a completed coordinated accident statement and an explanation of the circumstances.
  • Submit photos of the accident scene and vehicle damage.

The required information can be submitted by filling out a claim form on the Compensa portal as the at-fault party.

If it is not possible to submit the information via the portal, it can be sent by email to atlidzibas@compensa.lv.

Actions if you were involved in a road traffic accident (injured party): Immediately notify the State Police or complete a coordinated accident statement.

A coordinated accident statement may be completed if:

  • Only two vehicles are slightly damaged, and both can continue driving (i.e., the vehicles do not have damage that prevents them from being driven or are not prohibited from participating in traffic under the Road Traffic Regulations).
  • No persons are injured, and no third-party property is damaged.
  • Both drivers can agree on the circumstances of the accident.

Important! If it is not possible to reach an agreement with the other party on completing the coordinated statement, the Road Police must be called!

The coordinated statement can be completed electronically using the LTAB mobile app or by filling out the Coordinated Accident Statement form.

You must notify the Road Police if:

  • Persons are injured in the accident.
  • Third-party property is damaged.
  • Vehicles have sustained damage that prevents them from participating in traffic or is prohibited under the Road Traffic Regulations.
  • More than two vehicles are damaged.

Important! Do not move the vehicles or touch any objects related to the accident until the police arrive. After the police arrive, follow their instructions.

Actions in case of a road traffic accident abroad:

  • According to the laws of the country, notify the police or complete a coordinated accident statement.
  • Record the registration details and insurers of the vehicles involved in the accident.
  • Take photos of the vehicles and the accident scene.
  • If the accident occurs in a European Economic Area (EEA) country, contact the at-fault party’s insurer representative in Latvia or the Latvian Motor Insurers’ Bureau, which will help determine which insurance company to submit a claim to.
  • If the accident occurs in a Green Card system country, the claim must be filed in that country with the at-fault party’s insurer. If this is not possible, after returning to Latvia, contact the Latvian Motor Insurers’ Bureau, which will provide information on the next steps and where to submit the claim.
Damages covered by MTPL

If you cause a road traffic accident, your Compensa MTPL policy will cover damages caused to third-party property and to a person.

The insurance policy covers the following property damages:

  • Vehicle damage (repair costs).
  • Total loss of the vehicle (if repair is technically impossible and/or not economically justified).
  • Vehicle towing from the accident scene.
  • Damages related to roads, buildings, structures, and environmental harm.

The insurance policy covers the following personal damages:

  • Transportation, accommodation, medical treatment, and rehabilitation of the injured person in a medical facility.
  • Care for the injured person.
  • Purchase of medical supplies.
  • Treatment at home and related expenses.
  • Prosthetics and acquisition of technical aids.
  • Non-material (moral) damages related to physical injury, disfigurement, death of a provider or dependent, or the onset of disability.
  • Travel expenses when visiting medical or rehabilitation facilities.

Remember! If you cause a road traffic accident, you will have to pay for the repair of your own vehicle yourself. In such cases, a Compensa KASKO policy or Golden MTPL would be useful.

Coordinated accident statement

The coordinated accident statement is a set of forms used at the scene of a road traffic accident to record the circumstances of the accident and information about the vehicles and drivers involved. This statement is usually completed on-site by both drivers involved in the accident and serves as evidence for insurance companies when determining potential compensation.

When should the coordinated accident statement be completed?

  • Two vehicles are involved in the road traffic accident.
  • No persons are injured in the accident.
  • The vehicles can continue driving and have not sustained damage that prevents them from leaving the accident scene.
  • No third-party property has been damaged.
  • There is no disagreement between the drivers regarding the circumstances of the accident.

How to complete the coordinated accident statement?

  • Review the information provided on the back of the statement form.
  • In agreement with the other driver, fill out the form. Indicate vehicle damages, draw a collision diagram, mark the positions of the vehicles at the time of the accident, and note road edges, center lines, nearby traffic signs, traffic lights, and street names. Take photos of the accident (vehicle positions, damages, traffic signs) to submit to the insurer as photos or video evidence.
  • After completing and signing the forms, each driver receives a copy, which must be sent to their respective insurer.
  • If you are the at-fault party, the coordinated accident statement must be submitted to your insurer within 10 business days. If you are the injured party, it can be submitted within one year.

The coordinated accident statement form can be obtained at Compensa customer service centers or filled out electronically.
